Psalm 2 RSV Theologian R.C. Sproul takes special note of this Psalm as a statement of God’s invisible hand behind and over all governments in the world, (I’ve added a few extra verses.)
Why do the nations conspire, and the peoples plot in vain?
The kings of the earth set themselves, and the rulers take counsel together, against the LORD and his anointed, saying, “Let us burst their bonds asunder, and cast their cords from us.”
(Revelation 17:13-14 (NKJV) 13 These are of one mind, and they will give their power and authority to the beast. 14 These will make war with the Lamb, and the Lamb will overcome them, for He is Lord of lords and King of kings; and those who are with Him are called, chosen, and faithful.” )
He who sits in the heavens laughs; the LORD has them in derision.
Then he will speak to them in his wrath, and terrify them in his fury, saying, “I have set my king on Zion, my holy hill.”
(Zechariah 14:12 (NKJV) 12 And this shall be the plague with which the LORD will strike all the people who fought against Jerusalem: Their flesh shall dissolve while they stand on their feet, Their eyes shall dissolve in their sockets, And their tongues shall dissolve in their mouths….
Revelation 19:1-6 (NKJV) 1 After these things I heard a loud voice of a great multitude in heaven, saying, “Alleluia! Salvation and glory and honor and power belong to the Lord our God! 2 For true and righteous are His judgments, because He has judged the great harlot who corrupted the earth with her fornication; and He has avenged on her the blood of His servants shed by her.” 6 And I heard, as it were, the voice of a great multitude, as the sound of many waters and as the sound of mighty thunderings, saying, “Alleluia! For the Lord God Omnipotent reigns! )
I will tell of the decree of the LORD: He said to me, “You are my son, today I have begotten you. Ask of me, and I will make the nations your heritage, and the ends of the earth your possession.
You shall break them with a rod of iron, and dash them in pieces like a potter’s vessel.”

Now therefore, O kings, be wise; be warned, O rulers of the earth. Serve the LORD with fear, with trembling, kiss his feet, lest he be angry, and you perish in the way; for his wrath is quickly kindled. Blessed are all who take refuge in him.
(Zechariah 14:12-21 (NKJV) 17 And it shall be that whichever of the families of the earth do not come up to Jerusalem to worship the King, the LORD of hosts, on them there will be no rain. 18 If the family of Egypt will not come up and enter in, they shall have no rain; they shall receive the plague with which the LORD strikes the nations who do not come up to keep the Feast of Tabernacles.)
